The area you mention was definitely ruled throughout by the house of Jochi, commonly referred to as the 'left hand'. The area around the Irtysh and Aral sea was under 'White Horde' until the amalgamation under Toqtamish. By the time they split into various 'hordes' any Mongol influence had long been superseded by Turkic.
