According to the box with the arrows, this is a set of 'yooryuu' (楊柳) bow and arrows for the popular indoor game 'willow bow shooting'. It was a competition between men and women and had some refined sexual connotation.
I have a book with the rules (in Japanese). The introduction says that it was a Chinese game that came to Japan in the Tang Dynasty. (I translated it in 'Chinese Archery'.)
